Preface
Various pages of the web site have been converted to downloadable
print format and a brief pamphlet has been prepared. These will help
to provide the information to readers who want it as a file or who
want a hard copy because they do not have access to the Internet.
Sometimes the web site may be updated before the download file, so
if a current version is required, please check the date on the
download. If you do not already have a reader-viewer for PDF or DOC formats, they can be

A
four-page executive summary provides a
brief overview of the plan and has download links in PDF and Word
formats to produce a pamphlet suitable as a handout and an envelope
stuffer.
The
Planned Amendment has two references: Government Actions and
Assembly Rules. These three documents constitute the legal heart of
the plan. They are available as Download & Print from the
menu
above.
This
download calls for State support in principle for the U.S.
Constitutional Amendment. It makes the case for why Sates should
support the planned Amendment, also why some states may wish to
adopt a State Citizens' Initiatives Assembly to replace their Signature
Petitions method of qualifying initiatives. It can be downloaded or
